Call for Consultancy: Assessing the Implementation of the National Action Plan on Gender and Climate Change (NAPGCC) in Nigeria

1. Background

Women Environmental Programme (WEP) through the  “Global Ecofeminist Climate Action Movement Building” project of the Women Engage for a Common Future (WECF) is implementing a project that aims to influence the review and implementation of Nigeria’s National Action Plan on Gender and Climate Change (NAPGCC). Since its development, the NAPGCC has served as a guiding policy framework for mainstreaming gender considerations into climate action in Nigeria. 

This project seeks to assess the implementation of the NAPGCC over the last four years, identify key achievements, challenges, and gaps, and develop recommendations for its review. The project will also support efforts to mainstream gender in the third iteration of the Nationally Determined Contributions (NDC 3.0) and encourage adoption of NAPGCC principles by relevant government and non-governmental agencies.

 

2. Purpose of the Consultancy

WEP seeks to engage a qualified consultant to lead a comprehensive assessment of the implementation of the NAPGCC at both national and sub-national levels, and to provide strategic recommendations for its review and for the integration of gender into climate-related policies and programmes across government sectors.

 

3. Objectives of the Consultancy

The specific objectives of the consultancy are: 

  • To assess the progress made in implementing the NAPGCC at national and state levels. 
  • To identify challenges, gaps, and opportunities in the implementation of the NAPGCC. 
  • To develop evidence-based recommendations for the review and improvement of the NAPGCC. 
  • To promote integration of gender-responsive approaches in NDC 3.0 and other sectoral policies.

 

4. Scope of Work and Key Activities

The consultant will be responsible for: 

  • Designing and proposing appropriate methodology (to be approved by WEP) for the assessment. 
  • Conducting desk reviews of relevant policy documents and implementation reports.
  • Organizing hybrid consultations (in-person and virtual) with:  Relevant government ministries, departments and agencies (MDAs), Women-led CSOs and grassroots organizations, Private sector actors, Traditional and religious leaders, Media 
  • Collecting and analyzing data on key indicators related to NAPGCC’s implementation. 
  • Preparing a comprehensive assessment report highlighting progress, challenges, and recommendations. 
  • Developing a policy brief based on the findings. 
  • Printing and delivering 1,000 copies of the policy brief. 
  • Presenting the findings and recommendations at a one-day National Conference on Gender and Climate Change. 

 

5. Deliverables

  1. Inception report detailing methodology, workplan, and tools for data collection. 
  2. Report on consultations and stakeholder engagements. 
  3. Comprehensive assessment report on the NAPGCC implementation. 
  4. Policy brief summarizing key findings and recommendations. 
  5. 1,000 printed copies of the policy brief. 
  6. Presentation of findings at the national conference. 

 

6. Duration and Timeline

The consultancy is expected to be completed within 6 weeks from the date the contract is signed. A detailed timeline shall be included in the consultant’s work plan and agreed upon at inception. 

 

7. Required Qualifications

  • Proven expertise in climate policy, gender analysis, or related fields. 
  • At least 7 years of experience in policy research, monitoring and evaluation, or strategic planning. 
  • Demonstrated experience conducting assessments or reviews of national or sectoral policy frameworks. 
  • Strong facilitation and stakeholder engagement skills. 
  • Excellent written and verbal communication skills. 

 

8. Reporting and Supervision

The consultant will report directly to Women Environmental Programme (WEP) and will work closely with designated project staff. Regular check-ins will be held to monitor progress and provide feedback. 

 

9. Application Procedure

Interested consultants should submit the following documents: 

  • A brief technical proposal including understanding of the assignment, proposed methodology, and work plan. 
  • Financial proposal detailing consultancy fees and other costs. 
  • CV highlighting relevant qualifications and experience in similar tasks. 
  • Two samples of previous similar works conducted.
