CALL FOR EXPRESSION OF INTEREST: BASELINE SURVEY FOR ACCT IN NIGERIA PROJECT

Background

Women Environmental Programme (WEP) in partnership with Christian Aid Nigeria is seeking the services of a competent research organization to carry out a baseline study ahead of the commencement of activities under the project: Actions to Combat Climate Threats (ACCT) in Nigeria. The ACCT in Nigeria project is to be implemented in Benue State (Makurdi Local Government), Nasarawa State (Lafia Local Government) and Kaduna States (Kaura Local Government).

The objectives of the ACCT in Nigeria project are:

  • To promote climate-smart agricultural practices among smallholder women farmers and other vulnerable groups in local communities by 2026.
  • To improve access to clean and sustainable energy for women and other vulnerable groups in local communities by 2026.
  • To build the capacity of women groups and civil society organizations to advocate for increased investment in climate change adaptation actions by relevant government agencies.
  • To build a movement of climate justice advocates that project the voices of the vulnerable to ensure justice in national, regional and global climate actions.

 

The Actions to Combat Climate Threats (ACCT) in Nigeria project is part of Christian Aid’s Global Climate Change and Sustainable Energy Programme (CCASE) that has a goal of – Women and marginalised people facing the worst impacts of the climate crises are more resilient to existing and future climate shocks and have enhanced food security.

 

Tasks expected to be performed by the research organization.

The successful research organization will be expected to carry out a baseline survey in the project target local government areas, to gather relevant information that will help the planning and implementation of the project and against which success will be measured.

 

The baseline survey is expected to gather information that bother on access to clean and sustainable energy, investments in the energy sector, kinds of agricultural practices; the level involvement of women and youth and persons with disabilities in agriculture and energy policies and programmes; the level of employment agriculture and the energy sector has created among women and the youth; the sustainability of the current agricultural practices and kinds of energy options used; economic status of community members; the level of food security in the communities; the impacts of climate change on livelihoods of communities etc. These are the issues among other important issues that the baseline survey is expected to gather information about.

 

The specific tasks to be performed by the research organization and timelines are:

3. Recruit and train data collectors 6-15 August 2023
4. Pre-test data collection tools 16-18 August
5. Undertake baseline survey 19-25 August 2023
6. Submit interim report 28 August 2023
7. Receive and incorporate feedback to the report 29 August 2023
8. Submit final report 31 August 2023

 

 

Requirements

The research organization to be contracted is expected to meet the following criteria:

  • Must be registered with the Corporate Affairs Commission of Nigeria
  • Must have a good understanding and practical experience of development work including advanced skills in social research, baseline studies, and project impact evaluation.
  • Must show evidence of up-to-date tax payment to the government or tax exemption for non-profits, evidence of contribution to pension of personnel, and evidence of compliance with other government regulations.
  • Must demonstrate experience in community engagement, knowledge of climate change, security, sustainable agriculture, women and youth empowerment.
  • The lead researcher must have an advanced degree in the field of social and development work, social research, evaluation or another relevant social science subject).
  • The research organization must have a minimum of 5 years’ experience in carrying out similar assignments and capacity for impact evaluation (a report of such work done in the last 2 years is a required evidence)
  • Must demonstrate experience in developing tools for project baselines and impact evaluations.
  • Demonstrated understanding of the role of Monitoring & Evaluation in project cycle and experience of conducting learning reviews and evaluation processes in the development sector.
  • Demonstrate how to mainstream gender in delivering on the assignment.
  • Ability to apply a range of primary and secondary research methods including participatory methods.
  • Experience in using qualitative and quantitative data analysis packages (E.g. SPSS, ATLAS.Ti, Nvivo).
  • Ability of the team members to speak Hausa and understand the cultural context of the environment.

 

Duration of assignment

This assignment will last for a duration of 4 weeks from 1- 31 August 2023.

Interested organizations should send their applications to procurement@wepnigeria.net with “ACCT in Nigeria Baseline – Acronym or Abbreviation of the organization” as the email subject.

 

The application should highlight among other things: the organization’s relevant experience, profile of the research team (with each of the team member’s CV sent as annex to the application), proposed survey methodology, work plan and financial proposal.

The application should be maximum of 8 A4-sized pages, excluding annexes. Part of the annexes to the application should be the profile of the research organization.

 

Deadline for submitting applications is 31st July2023.
